There’s No Place Like Home – CA Residents Update

While many struggle with the affordability of housing in California, a recent CAR study shows that most people would not consider moving to another state despite better affordability elsewhere. The survey showed that 63% of the respondents wouldn’t move out of California,  16% would consider it but haven’t given it much thought and only 21% have actively thought about moving to another state.  Although affordability is different for everyone….take a look at the current homes for sale in the Plaza Del Amo communities of Torrance.

 

 

2018 Year in Review – Plaza Del Amo Real Estate – By the Numbers

The gated communities of Plaza Del Amo Torrance, along with most of the South Bay, enjoyed a pretty incredible year in real estate in 2018.   There were 63 on market home sales during the year compared with in 2017 and in 2016.  The average sold price was $732,542 with the average list price at $728,011. The median sales price was $715,000 with the median listing price of $719,000.  When the homes sell that close or even over list price that’s a sure sign of a seller’s market and a great indicator of very high buyer demand.  Another sure sign of the demand is the extremely low days on market.  Homes averaged 23 days before entering escrow and the median was only 10 days on market.  The highest priced sale of the year was $1,015,000 for a 4 bedroom single family style detached home in The Breakers and the lowest sale of the year was $480,000 for a one bedroom condo in Windemere.  2018 saw a fairly amazing 3 different homes sell for over $1,000,000 with several more selling just under.  See the current homes for sale in the Plaza Del Amo communities of Torrance CA.

Old Torrance Real Estate – The Year in Review

As we wind down 2018 it’s time to take a look back at the year in real estate here in Old Torrance.  2018 was another banner year with no end currently in site for the continued increase in prices and demand.  2018 saw 88 on market sales (list does not include income/multi unit properties) with an average list price of $684,000 and an average sales price of $682,000.  Given that many home sellers listed for peak or record prices it’s a sign of a sellers market when homes sell for just under list prices.  The lowest priced sale of the year was $315,000 for a one bedroom condo on Cabrillo.  The highest priced home sale of the year was $1,000,000 for an extensively remodeled 2100 sq foot single family home located at 2405 Apple.  See the current homes for sale in Old Torrance CA.

PROPOSITIONS 60 and 90 are Constitutional initiatives passed by California voters. They provide property tax relief by preventing reassessment when a senior citizen sells his/her existing residence and purchases or constructs a replacement residence worth the same or less than the original. They were enacted to encourage a person, age 55 or older to “move down” to a smaller residence. When a senior citizen acquires a replacement property worth less than the original property, he/she will continue to pay approximately the same amount of annual property taxes as before.

Proposition 60 allows for the transfers of a base year value within the same county (intracounty). Proposition 90 allows for the transfers of a base year value from one county to another county in California (intercounty) if the county has authorized such a transfer by an ordinance.

How Do These Propositions Work?

If he/she qualifies, when the senior citizen purchases or constructs a new residence, it is not reassessed. The Assessor transfers the factored base value of the original residence to the replacement residence. Proposition 60 originallyrequired that the replacement and the original be located in the same county. Later, Proposition 90 enabled this to be modified by local ordinance. Los Angeles County enacted an ordinance to provide that when the replacement is located in Los Angeles County, the original property may be located in any other California county.

Who Qualifies?

The seller of the original residence, or spouse who resides with the seller, must be at least 55 years of age at the time of the sale.

When Are These Propositions Effective?

The replacement residence must have been purchased or constructed on or after November 5, 1986 if the original was located in Los Angeles County. The replacement residence must have been purchased or constructed on or after November 9, 1988 if the ongmal was located in any other California county. Claims must be filed within three years following the purchase of the replacement residence.

As of November 7, 2018, the following ten counties in California have an ordinance enabling the intercounty base year value transfer:
